Meet the Rehoboth Community Development Corporation Staff

Gwen Relf

Co-Founder and CEO

Gwendolyn E. Relf is the Co-Founder and Chief Executive Officer of Rehoboth Community Development Corporation (RCDC), a faith-based nonprofit and ministry of Rehoboth Saints Center, Inc. RCDC exists to create equitable, healthy, and sustainable communities that promote intergenerational prosperity throughout Maricopa County, Arizona, with a strong focus on the Canyon Corridor neighborhoods.

With more than 35 years of experience, Mrs. Relf has been a driving force in developing programs and initiatives that uplift at-risk youth, empower women, equip leaders, and strengthen families. Her extensive background in community service and faith-based leadership has shaped RCDC’s vision to provide impactful resources such as youth mentorship, financial literacy, tax preparation assistance, workforce development, health and wellness programs, and housing support.

Known for her passion and commitment, Gwendolyn is not only a trusted leader but also a compassionate advocate who believes in the power of collaboration and community. Under her leadership, RCDC continues to build partnerships, host meaningful events, and create opportunities that help individuals and families thrive. Her lifelong dedication ensures that the work of RCDC leaves a lasting impact, laying the foundation for stronger, healthier, and more resilient communities for generations to come.

Blanca Arredondo

Chief Program Officer

Blanca, who holds an M.B.A., serves as the Chief Program Officer at Rehoboth CDC, where she oversees all programs and initiatives.

She is dedicated to developing and delivering high-quality, impactful programming that supports individuals and families in achieving stability and growth.

With a strong commitment to community service, Blanca ensures that each program aligns with the organization’s mission of creating opportunities and fostering success.

In her spare time, she enjoys relaxing by watching Australian cooking competition shows.

Maya Henley

Housing Project Development Manager

Maya has over six years of housing experience, specializing in affordable housing development and homebuyer education.

A licensed Arizona realtor with an MBA in Project Management from Grand Canyon University, she is passionate about stabilizing neighborhoods and helping families build generational wealth through ownership.

Outside of work, Maya enjoys time with her husband and four children and running her crafting business.

Cheryle Daniels

Executive Assistant/ Housing Program Coordinator

Cheryle brings over 25 years of experience as an Executive Assistant, Office Manager, and Bookkeeper, providing strong support to leadership and staff.

She also serves as Housing Program Coordinator, helping families pursue homeownership opportunities.

Outside of work, Cheryle runs a sewing and embroidery business and enjoys taking on creative design projects.

Shantasia Brabham

Support Staff Assistant

Shantasia is the first point of contact for programs such as V.I.T.A, TIME Business, Crowd 2 Home, and PEACE.

She supports staff and serves as a key resource for community information and safety.

Currently, she is also honing her skills in graphic design, exploring new styles and creative projects.

Zolia Valerio

PEACE Youth Enrichment Program Coordinator

As the PEACE Youth Enrichment Program Coordinator, Zoila Valerio leads efforts to provide a safe, supportive, and engaging environment for youth in the Canyon Corridor community.

She oversees daily programming at Rehoboth Place II, recruiting and guiding children and teens ages 5–19 through educational, recreational, and wellness activities that promote healthy relationships and personal growth.

Zoila collaborates with schools, community organizations, and volunteers to expand opportunities for youth, including meals, mentoring, tutoring, and sports. With a strong commitment to family and community engagement, she builds meaningful connections with residents while developing events, outreach, and resources that meet local needs.

She carries out this work with the utmost love for her community and all the children, ensuring every young person feels valued, supported, and inspired to thrive.

Renee Huff

Community Service Coordinator

Renee is the Community Service Coordinator, responsible for promoting Rehoboth CDCs housing development, Rehoboth Place I & II, providing community events programs and services to the residents and surrounding communities.

She is a graduate with a Bachelor’s of Science degree in Political Science, from Arizona State University with more than 20 years in Social Services and Education. Work is very important to her because she enjoys doing things that will either help someone, even in the smallest degree, or that can potentially change someone's life. Learning new things, pursuing new opportunities, and working within a variety of disciplines is one way that she’s been able to find motivation.

She strives to provide unique solutions to complex workplace problems.  She enjoys brainstorming ideas and solutions with others, which allows her to approach her work with a creative mindset while discovering new ideas. 

Emmanuel Kagiraneza 

PEACE Program Assistant

Emmanuel is the PEACE Program Assistant at Rehoboth and a student who’s passionate about bringing people together and building community.

He works with youth ages 5–18 in an afterschool setting and supports intergenerational programs that connect people of all ages.

Emmanuel is known for his great rapport with the children. He loves playing basketball and video games with the children and believes the best learning happens through fun and connection. 

He’s proud to be part of a team that treats everyone with kindness, respect, and care.

Jeffrey Gonsalves 

VITA Tax Site Coordinator

Jeffrey is the Rehoboth VITA Tax Site Coordinator who manages all aspects of the VITA tax preparation site, including operations, oversight of volunteer preparers, and quality control.

The Rehoboth VITA Tax Site serves the community by educating and assisting taxpayers who need the benefit of volunteer Income Tax Assistance (VITA) services.
At Rehoboth CDC, we Rebuild Stronger Communities through Commitment, Compassion, and Collaboration.

He is a published author of the Realistic Fictional tale "From Main St To Wall St. It is a story of how the streets of South Central Los Angeles shaped the mind of a successful hedge fund executive. He seeks to educate low to moderate-income families, as well as those who are directly or indirectly justice impacted.

Gabriel Relf

Gabriel is currently the People Educating and Centering Efforts (PEACE) Program Coordinator. He work with youth ages 5-18 in an afterschool setting. And he has a great repor with the kids, they love him. 

He loves working at Rehoboth because we try to treat others the way we want to be treated. He enjoys learning and playing, you are as young as you feel!
