Mission: By synchronizing efforts and creating a healthy community initiative, the 27 Collab actively seeks to foster strategic alliances that will transform the 27th Ave. Corridor into a thriving neighborhood, education and business community.

Redevelopment

The overall goal of this redevelopment plan is to create a vibrant and connected commercial corridor along 27th Avenue that serves nearby neighborhoods while promoting equitable access to resources. The objectives include increasing curb appeal through beautification projects that focus on improving street and neighborhood amenities, and advocating for high-quality development and investment that prioritizes health equity. Additionally, the plan seeks to generate community-based events to bring positive foot traffic to the area and foster a sense of belonging.

In the next 6-9 months, beginning on September 1, the plan involves working with the City and partnering businesses to install updated banners along 27th Avenue, recognizing the businesses, schools, and organizations present in each section of the corridor. It also includes collaborating with neighborhood associations to identify local needs and support efforts like gated alley projects, clean-ups, tree planting, and the installation of neighborhood identification signage. The team will work with residents and the City to identify active and inactive neighborhood associations, alliances, and block watches within the 27Collab boundaries. Meetings with City staff and council members will be held to advocate for street improvements focused on curb appeal. A 27th Avenue Holiday Market is also planned for November as a pilot for establishing a long-term, local market in the area.

Within one year, the goal is to establish a quarterly local market on 27th Avenue featuring local businesses and engaging the neighborhood with visible activities. Continued collaboration with City staff, council members, and community stakeholders will identify funding opportunities for street enhancements. The plan also involves working with the Phoenix Police Department and the Streets and Transportation departments to complete a street study, aimed at closing residential street access to the North Black Canyon Highway to deter prostitution and drug-related traffic.

In the next 2-5 years, efforts will continue to support and secure funding for street improvements, including shaded and improved bus stops, better lighting, bike lanes, and medians. Collaboration with Grand Canyon University’s Canyon Ventures and local business owners will be pursued to fill vacant properties along 27th Avenue. There will also be a focus on reinvestment in properties to improve building facades and the overall curb appeal of the area. Other potential ideas include working with schools, businesses, and residents to install murals on properties along 27th Avenue and using survey data to identify additional desirable amenities for the corridor.
